Ministry of Rural Rehabilitation and Development is decisive to disclose infrastructure projects information
On 15 of January 2018, CoST Afghanistan had a meeting with H.E Mojib UlRahman Karimi, new Minister of MRRD to brief him about CoST’s aim and activities. Mr. Sebghatullah Karimi, CoST Afghanistan National Coordinator, described that the common goal of CoST Afghanistan is to promote the culture of transparency and accountability in this sector through disclosing project information. He also provided some information about CoST MSG and its strategic role in delivering this objective. Mr. Karimi also provided some information about CoST and MRRD MoU and first assurance report on eight infrastructure projects which includes three MRRD projects.
Mr. Mojib UlRahman Karimi, Minister of MRRD expressed his gratitude to the actions has been taken up to now by CoST and said that the issue of transparency is a vital issue for us and for the government of Afghanistan. The national budget is the property of the public and should be used properly to build and expand trust between government and public. He said MRRD is fully committed to MoU and extensively would like to cooperate with assurance team. The MRRD MIS team is also working to incorporate all CoST Data Standards in the system covering project life cycle.
CoST Afghanistan and MRRD signed a MoU on June 20, 2017. Based on the MoU, MRRD is agreed to disclose projects information in accordance to Afghanistan procurement law, procurement procedure and other relevant laws using CoST Afghanistan standards and guidelines.
- During the meeting, It was agreed that in some important MSG meetings, Deputy of Minister should represent the MRRD
- The meeting participants also conversed on a transparency mechanism and involve public in decision-making process.
