Following a recommendation from the Monitoring and Evaluation Committee(MEC), The Islamic Republic of Afghanistan joined in October 2013 the Construction Sector Transparency Initiative (CoST). CoST Afghanistan is administered by a Multi Stakeholder Group (MSG) comprised of 12 members representing government, civil society and private sector. In July 2016, a National Secretariat was established to provide secretarial and executive support to the MSG and CoST Afghanistan mission.
This Scoping Study was conducted from January through October 2016 which assesses various aspects of current levels of disclosure of information on publicly funded construction projects and provides instructions for decision-making process on what the scope and reach of CoST Afghanistan can be. The Scoping Study combined desk research, ground research and observations.
